HCC Operation Shield - Local Support System

Herts County Council is working on the implementation of a new Local Support System, 'Operation Shield', to provide basic groceries to several thousand of our most vulnerable and isolated residents who are without a support network of friends and family. It is hoped that the scheme will be up and running by 27 March.

In the meantime, those interested in volunteering please sign up to #TeamHerts Volunteering who are coordinating Hertfordshire's community volunteer network. To join visit"

Questions + Answers

  • What are the new measures to protect people at highest risk from Coronavirus?

Up to 1.5 million people in England identified by the NHS as being at higher risk of severe illness if they contract coronavirus should stay at home to protect themselves. More information can be found here:

It was also announced that a new Local Support System will make sure those individuals self-isolating at home and who are without a support network of friends and family will receive basic groceries. Community pharmacies will support those who need help getting their medicines delivered.

  • How will I know whether I am one of these people?

They will soon receive communications from the NHS asking them to shield themselves and stay at home for a period of 12 weeks. This should include clear instructions to call a specific number for help.

  • How will I know if my neighbour is already being looked after?

If you are already in contact with your neighbour or are already providing, please do liaise with them directly but in line with existing social distancing principles.

  • Who is organising this locally?

The Strategic Co-ordination Group in Hertfordshire – made up of health organisations, Fire and Rescue, the police and local councils – has been tasked by the Government to co-ordinate the local responses.
