NHDC consultation on Council Tax Reduction Scheme

A consultation on the way the Council Tax Reduction scheme works in North Hertfordshire has formally begun.

Every year North Hertfordshire District Council (NHDC) has to decide whether to change the Council Tax Reduction scheme for working age applicants in its area. This year the Council has decided that some minor changes should be made to bring the Council Tax Reduction scheme in line with the changes made by Central Government in Housing Benefit and Universal Credit.

Continuing with the current scheme would mean the Council Tax Reduction Scheme having different "rules" to those which apply to Housing Benefit. This would lead to higher administration costs, as the Council Tax Reduction scheme would be out of line with Housing Benefit. The current scheme would also include, as income or capital, certain payments which are now disregarded from all other welfare benefits.

The proposed changes will only affect working age households in the District who currently receive or will apply for Council Tax Reduction. Pension age households will not be affected by the changes, as the Government dictates the terms of the scheme for these households.

The Council will listen carefully to what residents have to say and take the responses into consideration when making a final decision on the 2018/19 scheme.

The consultation closes on 31 October 2017.

The new scheme will start on 1 April 2018. The Council will consider the impact of the scheme annually and consult again if it thinks further changes need to be made.
