Introduction and Background to the Knebworth Neighbourhood Plan

If you live or work in Knebworth Parish, if you use the local amenities such as the GP
Surgery, railway station or local businesses, if you enjoy the open green spaces and
recreational facilities, if you drive or park a car in Knebworth, if you want to maintain
continued separation from surrounding settlements, then this is relevant to you.
The North Herts District Council Local Plan (NHDCLP) determines where new development will be placed and the Knebworth Neighbourhood Plan (KNP) cannot influence that. However we can, and have, proposed a number of policies that aim to mitigate the effect of development on our village and to improve potential outcomes. Decisions on planning applications will be made using both the local plan and the adopted neighbourhood plan.

The KNP Steering Committee (KNPSC) was formed in June 2016 following a call for volunteers, at a parish wide open meeting. A residents' survey in December 2016, identified key areas of concern and KNPSC have worked in consultation with the community, to define a Vision Statement, clarify Objectives and develop Policies that aim to deliver the most desired outcome from all future housing developments anywhere within the Knebworth Parish area, including the potential developments listed in the NHDLP.

Previous consultations have also included: a business survey; a parking survey; a children's forum; and two public Open Days. Public feedback relevant to planning matters has been incorporated into the KNP, whilst public feedback on Parish matters NOT related to planning, have been captured in an Action Plan, for use by Knebworth Parish Council (KPC).

We would like your views on the Pre-Submission (Regulation 14) draft of the
Knebworth Neighbourhood Plan. The consultation runs from 14th March to 9th May
2020. All responses received by midnight on the 9th May 2020 will be considered and may be used to amend the KNP.

Please come along to the Open Day in Knebworth Village Hall on Saturday 18th April
